FOPH: Federal Council reports on strengthening pandemic response and mental health support
4 September 2024 – The Federal Council adopted two reports aimed at enhancing the management of future pandemics and crises. The first report, based on studies examining the impact of the COVID-19 pandemic on the elderly and residents of nursing and care homes, found that protective measures in these facilities were not always proportionate, thereby infringing upon the residents' individual freedoms and self-determination and causing undue hardship. The report identifies four key lessons: incorporating the perspectives of affected individuals, gaining a deeper understanding of the diverse living conditions of the elderly, enhancing the preparedness of facilities for future pandemics, and strengthening long-term care.
The second report emphasizes the importance of bolstering mental health, particularly during crises. While the majority of the population coped well during the pandemic, certain groups – such as young people, individuals living alone, and those in precarious situations – faced heightened mental health challenges. The report recommends the early consideration of psychosocial factors and advocates for strengthening mental health through health promotion, prevention, early intervention, and accessible support services. Emphasis is placed on supporting children and adolescents, enhancing media literacy, and improving the coordination of care for individuals with mental health conditions. The Federal Government will facilitate the implementation of these recommendations through measures across various sectors.
