FOPH: Federal Quality Commission issues recommendations for the quality agreement (Qualitätsvertrag) in the hospital sector

29 September 2025 – With the revision of the Health Insurance Act (Bundesgesetz über die Krankenversicherung, KVG), which came into force in 2021, new instruments for quality development were introduced. These include compulsory quality agreements between the associations of service providers and insurers. These agreements define how quality is measured and improved, and how the contracting parties monitor compliance with the quality standards. In May 2025, the Federal Quality Commission received the first annual report on the quality agreement in the hospital sector. Based on this report, the Federal Quality Commission adopted 14 recommendations addressed to the hospital association H+ and the association of Swiss health insurers prio.swiss. These recommendations are to be implemented within the framework of the hospital sector quality agreement and aim to ensure and further develop sustainable quality in this area.
