FOPH: Care Services Provided by Family Members – Federal Council Aims to Ensure Quality and Cost-Effectiveness

15 October 2025 – People who care for their relatives in need can be compensated for their work in accordance with the provisions of the Health Insurance Act (Bundesgesetz über die Krankenversicherung, KVG), provided they are employed by a home-care organization (e.g., Spitex). Although this model has gained considerable popularity in recent years, it has also faced criticism, which the Federal Council examined in its recent report. It concluded that the cantons and insurers have sufficient instruments at hand to counteract the undesirable effects. These include potentially high profits, which impose a financial strain on health insurers and the public sector. However, the existing instruments are not being applied to their full potential, leading the Federal Council to propose several measures to address the matter.
