FOPH: Federal Council Enacts Counter-Proposal to Cost-Containment Initiative

The indirect counter-proposal to the Cost-Containment Initiative will enter into force on 1 January 2026. At the end of 2026, for the first time, the Federal Council will set maximum allowable cost growth targets for the period 2028 to 2031, with the aim of curbing costs in compulsory healthcare. Therefore, the Federal Council has set up a Federal Commission as of 1 January 2025 to monitor cost trends and recommend measures to ensure compliance with the targets.
